Meet the Instructor
Ed Chevalier recently joined Don Acquisition LLC as an instructor following his retirement from Civil Service in September 2024, where he served as a Professor of Contract Management for the Defense Acquisition University (DAU).
From August 2022 to September 2024, Ed held the role of Senior Client Liaison Officer and Certified Instructor at DAU. In this capacity, he led portfolio-wide engagement efforts with NAVFAC regions, designing mission-specific learning solutions and closing critical training gaps. His contributions earned him the distinction of Client Liaison Officer of the Year for DAU West in 2023. During his tenure, Ed:
- Developed and delivered NAVFAC-specific contract training in areas such as Technical Analysis, FAR 16.505 Fair Opportunity, RFI Response, Evaluation Factor Development, and FAR Part 15 Source Selection.
- Achieved an exceptional 6.86 Likert score average in 2024 across all courses taught, reflecting excellence in instructional expertise, communication, and student engagement.
- Was widely recognized across DAU for his deep expertise in construction, Architecture/Engineering, and services contracting—particularly for NAVFAC and its policy nuances.
Ed’s career in federal contracting spans decades, with the majority spent at NAVFAC Southwest. His leadership roles include:
- Director of Design & Construction Contracting (Nov 2019–Jul 2022)
Oversaw design and construction contracting operations, leading 45 contract specialists in administering approximately 35 A/E and multiple award construction contracts totaling $14B in capacity. He managed over a dozen new regional procurements and executed around 60 stand-alone contracts and task orders annually. As a Level III Contracting Officer, he provided higher-level reviews and approvals, and served as Source Selection Advisory Council Chair and Source Selection Authority for complex acquisitions.
- Director of Environmental Contracting (Jul 2012–Oct 2019)
Supported NAVFAC’s largest environmental program, executing $900M annually through myriad contract and agreement instruments, including fixed-price contracts, cost contracts and cooperative agreements.
- Director of Acquisition Compliance & Oversight / Intern Program Manager (Apr 2009–Jun 2012)
Led compliance reviews, claims management, audit facilitation, and training. Managed up to 50 contract specialist interns.
- Branch Head, OSD Studies Division, WHS Acquisition & Procurement Office, Pentagon (Feb 2006–Mar 2009)
Managed diverse contracting portfolios for WHS Directorates, congressionally appointed Boards, Commissions, Task Forces, and the DoD Office of the Director, Administration and Management.
- Supervisory and Journeyman Contract Specialist, NAVFAC SW (Aug 1994–Jan 2006)
Built foundational expertise in construction, A/E, and facilities services contracting.
Before his civilian career, Ed served as an active-duty Supply Corps Officer (Nov 1988–Aug 1993), holding a small purchase warrant.
Ed retired as a Captain in the U.S. Navy Reserve Supply Corps in 2018 after 30 years of military service. He was mobilized three times, including:
- Procuring Contracting Officer (2004) - Served as Chief of Oil Sector Contracts for the Coalition Provisional Authority Project and Contracting Office in Baghdad, Iraq, helping rebuild Iraq’s oil infrastructure after secession of hostilities during Operation Iraqi Freedom.
- Commanding Officer, Port Group FOXTROT (2007) – Led cargo handling operations at Port of Ash Shuiba, Kuwait.
- Special Advisor to NAVSEA Code 02A (2012) – Provided senior-level support to NAVSEA Southwest Regional Maintenance Center, helping refine ship repair contracting processes following an unsatisfactory audit.
Ed is a DAWIA Level III certified member of the Acquisition Professional Community and has received numerous civilian and military awards recognizing his distinguished contracting career.
