Far Part12 Objectives

  • Determine whether a given product or service is commercial.
    • Define commercial product.
    • Define commercial off-the-shelf (COTS) item.
    • Define nondevelopmental item.
    • Define commercial service.
  • Determine whether the contracting officer can use FAR part 12 procedures for a given acquisition.
    • Describe the conditions that require the contracting officer to use FAR part 12 procedures.
    • Describe the conditions that permit the contracting officer to treat any acquisition as an acquisition of commercial products or commercial services.
  • Develop a contracting strategy for a given acquisition of commercial products or commercial services.

    • Identify solicitation provisions that are required to implement statutes or executive orders.
    • Develop evaluation criteria that facilitate streamlined evaluation of offers.
